Nether Rituals do not have any special requirements aside from Blocks.

Nether Focuses and Rituals entries in Black Book are unlocked by entering the Nether.

Fireball Focus now requires a Fire Spawn Cage with Blaze entity, some Redstone and Dispensers to craft.
